Driver Shortage and Insurance: How Recruitment and Retention Affect Your Risk Profile

The Size of the Gap

The American Trucking Associations currently estimates the driver shortage at roughly 60,000 to 82,000 drivers as of 2026. More concerning for the industry's long-term trajectory, the ATA's revised April 2026 outlook raised its 2028 shortage projection from 160,000 to 175,000 drivers, and pulled that timeline forward by roughly six months. The shortage headline number matters less to underwriters than turnover, and turnover in trucking is extreme. Large truckload carriers see annual driver turnover of 90% to 95%, according to ATA data; smaller carriers fare somewhat better at 60% to 75%, but both figures are far higher than almost any other industry. High turnover isn't just an HR problem, it's a direct underwriting input, because a fleet full of new, unproven drivers carries meaningfully different risk than one built around experienced, long-tenured operators.

Why New Hires Are the Riskiest Segment

The data on new-hire attrition explains why: 35% of newly hired drivers quit within their first 90 days, and 55% leave within six months. That means a large share of any fleet's driver population, at any given time, is in the highest-risk tenure window. Underwriters increasingly ask not just how many drivers a fleet employs, but how long those drivers have been there, and how the fleet is managing the earliest, most volatile period of a new driver's tenure.

How Retention Investment Shows Up in Your Rate

Fleets that invest in structured onboarding, mentorship programs for new drivers, and retention-focused pay and scheduling practices are, in effect, investing in their own insurability. A carrier that can demonstrate lower turnover and a stable, experienced driver base has a materially different risk story to tell an underwriter than one constantly cycling through new hires, even if both fleets look similar on paper in terms of size and freight type.
